PAL helps you acquire proficiency through exercises — not a timed exam, and not a public competition.
PAL runs on chapters. Each microtopic inside a chapter keeps its own level. Inflation, fiscal policy, national income, and any other topic can sit at different levels. There is no single level for the whole course.
After every answer, PAL updates a private 5-question evidence trail: Independent Correct, Assisted Correct, Repair Correct, or Final Incorrect. Strong independent evidence unlocks the next level permanently. Weak evidence recommends a skill refresh. Levels already unlocked stay open.
Each level asks only for that level’s difficulty. Moving up uses the evidence score. There is no extra anchor question.
Access is separate from the current recommendation. Qualifying at a level opens the next one immediately, and you may keep practising the current level. If a higher level is difficult later, PAL recommends one level lower and does not lock the higher level again.

Advance when independent evidence is strong. Continue when the score is at least 10 and low independent evidence has not lasted for 2 completed windows. Reinforce the immediately lower skill when the score is below 10 or clue dependence repeats. At Level 1, that reinforcement is Knowledge Refresh. Every earned level stays unlocked, and the recommended path can still change.
These are the only outcomes after a rolling window of 5 answers. The engine checks them in this order, so a window has exactly one result.

Level Refresh recommends exactly one level lower in the same microtopic. It is not a punishment and it does not send the learner back through the chapter. Fresh questions come from that lower level and, where they exist, match a weak concept or misconception from recent answers. Foundation Refresh is used only for a return to Level 1.

A completed window of 5 answers is read this way. The score is the quality of that evidence. Moving up needs both an evidence score of 16 and at least 3 Independent Correct answers.

Chapters are grouped in sets of three. Each microtopic in those chapters has its own level, evidence, and unlocks. Practising one topic never changes the level of another.
